Motor Vehicle Regulations

The following regulations have been set by Crown College Administration.  Campus Safety will oversee administration of the regulations and the appeals process will be handled by the Director of Operations and members of Student Development.  These regulations apply to the entire Crown community. 

Registration Procedures

Each motor vehicle operated by Student/Faculty/Staff must be registered with the Operations Office; office location Main N210, Office Extension 4132.   Registration for students must be made within one week of the first day of classes in each semester. If a vehicle is brought on campus during the school year, it must be registered within 3 working days after its initial arrival.  Parking in designated residence area parking without valid permit will result in the vehicle being towed to an off-campus location.  The front and rear lots of the main building are open parking areas during business hours, but permits are required so that our Campus Safety staff are able to distinguish campus guest vehicles from student, faculty, and staff vehicles.

The registration procedure for the 2008-2009 academic year has been modified.  We are in the process of creating a new registration procedure for vehicles and simultaneously updating the current database; each student that is registered for classes will be automatically billed for parking fees as part of the billing process.  Any student that does not have a vehicle can fill out the following web form to have the fee removed.

Each student, faculty, and staff member will receive their new vehicle permit in campus mail or student mailbox.  Main Campus AGS students will receive mirror-hanging parking permits from the AGS office after processing by the Operations Office.  Reserved, transferable permits for outlet spaces and for undergraduates living in Faith Village must be purchased directly from the Operations Office as there are limited numbers.

*Reserved Parking Spaces

Undergraduate Resident parking in Faith Village: due to limited number of parking spaces available in Faith Village parking lots, undergraduate students living in Faith Village will be required to purchase an additional parking permit for $60.  This permit is a transferable, mirror hanging permit and can be placed in multiple vehicles and thus shared among roommates.  It is recommended that roommates wishing to have parking spaces directly outside of their residence share the expense for the single available space.  Those who do not feel a need for reserved parking can park in the rear lot of the main building outside of the athletic center.  Faith Village is a permit-required parking area; guest spaces are for campus guests and may not be used by residents.

Undergraduate students who wish to reserve a parking space for winter parking at an outdoor electrical outlet can purchase an additional transferable, mirror hanging permit at the Operations Office for $30.


Transferable Parking Permits

Transferable parking permits should be hung from rear view mirrors when a vehicle is in a reserved space.  Please remember to remove the mirror hanging permit before driving.

Guests

Any guest parking on campus should register at the Reception Desk to receive a temporary parking pass and display the permit on the dashboard of the vehicle.

Parking

Only vehicles with the proper handicapped sticker issued by the state may park in the handicapped areas.   Areas posted "No Parking" or with an indicated time limit are restricted as marked.   No parking is aloud along any of the roadways unless approved by the Operations Office.   Every member of the campus community is expected to read and observe all parking signage.The following parking areas are designated resident parking only and a permit is required

Strohm Hall, Richardson Hall, Weldin Hall, Miller Hall, Hardwick Hall, Tewinkel Hall, and Faith Village.  The rear parking lot will be utilized by Faith Village residents; students parking overnight in the rear lot will be required to display the required parking permit sticker.

Faculty/Staff and visitors may park in both the front and rear lot of the main building; the front lot is the preferred parking area for faculty and staff during business hours.

Parking Sticker Application

Parking Permit stickers should be affixed to the inside lower left windshield of the driver’s side.  In order for the sticker to adhere properly, the window should be clean from dirt and wax. Taped-on stickers are not acceptable.

Driver Eligibility

Bodily injury and property damage liability insurance that meets or exceeds state requirements must be carried and in force by the student who owns or operates a motor vehicle on campus.  A driver must also possess a valid driver's license and vehicle registration.  Any student possessing a motor vehicle should not permit another student to operate their vehicle unless the guest driver is a licensed driver. All students are advised to check their insurance coverage before lending their automobile to others.

Driving on Grass Prohibited

Please respect your campus.  Throughout 2008 Facility Services has invested tens of thousands of dollars in grounds improvements across campus.  There are many areas where rock beds have been removed, new grass beds or sod has been placed, and new shrubs and plants have been introduced.  We will continue our aggressive attention to our new grounds program this fall.  Driving on grounds is strictly prohibited.  A vehicle that is seen driving on the grounds by our administration, Campus Safety, or Grounds and Maintenance team will be immediately towed to the Colony Plaza impound lot in Waconia.  Towing and storage fees to recover your vehicle will be a minimum of $75.  Please preview the 2008-2009 Campus Safety fine addendum for administrative fines associated with driving and safety violations.

Speed Limits

Due to high pedestrian traffic on campus, the speed limit is 15 m.p.h. on main roadways and 5 m.p.h. in residence areas.   Always drive cautiously and slowly and be aware of pedestrian traffic.  It is the driver's responsibility to know all Minnesota Motor Vehicle laws.  Other fines/tickets may also be served by the State of Minnesota.  All Minnesota statutes that apply are enforceable.

Violations & Penalties

The person in whose name the vehicle is registered is responsible for all moving and non-moving violations incurred against that vehicle.  For more information regarding fines and penalties see the Campus Safety fine page.  All fines are to be paid at the Student Billing Office.   Traffic fines are due within ten days following issuance of the citation.  If the fine is not paid within ten days, it will be added to the student's account at the Finance Office with an additional $5 penalty fee. The violations and penalties as listed in the Campus Safety fine page are not exhaustive and other fines may be given based on the situation and severity of the offense.

Snow Removal Policy

Snow removal is an ongoing winter event.  The season can stretch from October 15 to April 15.  The "Snow Removal Policy" will be in effect for that time period.  Details of the policy will be posted in residence areas and sent through the mail prior to the Snow Removal Season.   When requested, please move your vehicle in cooperation with the rules of the Snow Removal Policy.   Vehicles that are not moved during a scheduled snow emergency, or that are parked in the front lot overnight will be towed so that snow removal can proceed on schedule.

Motorcycle Regulations

Parking Stickers can be obtained at the Operations Office and applied to the back of the motorcycle where readily visible.  Parking permits for motorcycles are $35.  All rules and regulations applying to automobiles apply to motorcycles unless otherwise specified. 

Requirements for Motorcycles

All motorcycles must be properly licensed and registered with the Operations Office

  1. All motorcycles are to be insured and each operator must present proof of insurance (including passenger insurance if passengers are to be carried.)
  2. In order to carry passengers, the cycle must be properly equipped for that purpose.
  3. It is mandatory that all motorcycles be equipped with unmodified baffled mufflers and not make excessive noise

Operators of motorcycles are required to comply with the state law concerning motor vehicles

  1. Headlight must be used at all times
  2. Brakes are to be in working condition on both front and rear wheels
  3. Footrests are to be provided for both rider and passenger
  4. Proper lights and reflectors must be installed according to standards of the U.S. Department of Commerce
